This user was created by User:Fvw and is used in his open proxy checker: A script attempts to edit User:Fvw/proxytest as this user to verify the open proxy can edit wikipedia (a username is necessary to suppress edit conflicts, which would otherwise require retrieving the correct wpEdittime for the page for each attempt). Keep in mind that the authentication credentials for this user get passed through a lot of shady open proxies, so it isn't hard for someone else to use.
