Winter carnival → Winter festival – Per the given definition, these are no usual "carnivals" in the narrower sense, but winter festivals following various local traditions. While "Winter carnival" seems to be widespread in North America, it isn't common in the rest of the world. We should therefore use the more generic term "Winter festival" that encompasses "Winter carnivals".
